1Thus   ʾlmqh
2Ṯhwn and Ṯwr Bʿlm,
3Lords of Ḥrwnm, ordered and decreed in Their oracles,
4to His servant Whbʾl Yḥz, king
5of Sabaʾ, and to His vassals Sabaʾ and Fys²n
6and to the ʾqwl of the tribes and to all the
7men, great or small, that 
8the receiver of the  compensation fee in
9Ḥrwnm should not ask for every lawsuit and decree
10(an amount) except by twenty coins of good quality and
11more than that. But, who receives a compensation
12fee from one who goes below the (amount of) twenty coins of good quality
13and to a lower amount, he shall be proposed for trial for fine
14and property liability and, regarding his claim, he should be in debt.
